About Us

Rashtriya Madhyamik Shiksha Abhiyan (RMSA) is a programme of the Government of India (GoI), implemented in partnership with the states government with the main objectives to make secondary education a good quality available, accessible and affordable to all young persons. The scheme seeks to enhance enrolment in class IX-X by providing a secondary schools within a reasonable distance of every habitation, to improve quality of education imparted at secondary level by ensuring all secondary schools confirm to prescribed / standard norms, to remove gender, socio-economic and disability barriers and to achieve universal access to secondary level education by 2017, i.e. by the end of 12th five year plan.

Need of the Scheme

Since universalization of elementary education (Class I-VIII) has become a constitutional mandate, it is absolutely essential to move towards universalization of Secondary Education (Class IX-X) to retain the success of upper primary graduates under Sarva Shiksha Abhiyan which is also a centrally sponsored scheme running in the country.

Challenges of Secondary Education

  • Gender, socio-economic and disability barriers in accessing available facilities, thus resulting in low participation rates,
  • Inadequate teachers and physical facilities in the existing schools,
  • Inadequate relevance of curriculum, out-dated instructional methods and lack of quality teaching resulting in low attainment levels,
  • Inadequate facilities of Open and Distance Learning,
  • Expected surge in demand for secondary education due to success of Sarva Shiksha Abhiyan (SSA) and no detention policy.

Objectives

  • To improve quality education at secondary level.
  • To remove, gender, socio-economic and disability barriers.
  • Universal access to secondary education by 2017.
  • Universal retention by 2020.

Target

  • To improve the enrolment ratio for classes IX-X to 75% by 2011-12 from 52.26% in 2005-06.
  • To provide facilities for additional enrolment through Strengthening of existing schools.
  • Up gradation of upper Pry. School.
  • Appointment of additional teacher.
  • Construction of additional classroom.

Access

  • To provide a secondary school within a reasonable distance of rehabilitation.
  • Upgradation of upper primary schools through construction of classrooms with furniture, laboratories, computer room, headmaster room, Library room, separate toilet for girls and boys, appointment of additional teachers, drinking water, electricity, Disabled friendly environment, library.
  • Strengthening of existing secondary schools through construction of classrooms, laboratories, computer room, headmaster room, Library room, separate toilet for girls and boys, appointment of additional teachers drinking water, electricity, telephone and internet.

Equity

Equity aspects will be addressed through -

A) Special focus on girls through

  • Focus on the Girl students during micro- planning
  • Appointment of more female teachers
  • Separate toilet block for girls etc.
B) Special focus on SC/ST/Minorities is ensured through
  • Focus on these groups in micro- planning
  • Priority in up-gradation of SB to Secondary Schools in SC/ST/Minority concentration areas and special focus district
  • Special enrolment drive in SC/ST/minority concentration areas
  • Special incentives for students belonging to SC/ST/Minority/ Other weaker section of the society.

  • In service training of teachers
  • Computer aided learning
  • Co-curricular activities
  • Teaching learning aids
  • Provision of science laboratory, computer laboratory, libraries
  • Recruitment of additional teachers
  • Leadership training of School heads
  • Examination and curricular reforms
  • Science and Mathematics education etc.

Funding pattern

  • 90% central share & 10% state share for North-Eastern States.

Coverage of the Scheme

  • All Government/ Local body Secondary & Higher Secondary Schools.

Integrated RMSA

The Rashtriya Madhyamik Shisksha Abhiyan (RMSA) has become now integrated RMSA subsuming the Centrally Sponsored Schemes of Secondary Education under the umbrella of RMSA w.e.f 1st April, 2013 namely :-

  1. Rashtriya Madhyamik Shisksha Abhiyan (RMSA),
  2. Inclusive Education for Disabled at Secondary Stage (IEDSS),
  3. Girls’ Hostel Scheme,
  4. ICT @ School Project,
  5. Model School in EBBs,
  6. Vocational Education.
